Cosmetic events are small, lasting up to 30 days maximum, bringing new cosmetics with them and often are themed around real-life events and holidays. The items released in the event will (almost always) be exclusively available for Coins and/or Character Tokens. Most of the items were temporarily available and only return when that specific event returns in the future, but some do stay in the game permanently.
